4. In the event that my petition cannot be entertained, I would respectfully ask permission to retain my house allowance. In the Straits Settlements and Federated Malay States, apart from the fact that there are more classes with a considerably wider range of salaries than in Hong Kong, it is, I believe, the case that cadets in the great majority of cases occupy free quarters. In Hong Kong, where house-rent is excessively high, free quarters are available only to cadets who belong to the Police Force or are stationed at Taipo.

It is a General Order of the Hong Kong Service that an Officer cannot be called upon to suffer pecuniary loss when required to act in an appointment, and the rule might perhaps justifiably be extended to cover the case of an officer who is offered promotion. My average salary during the last three years of my resident service has been at the rate of over £450 per annum, and prior to my promotion, there was every prospect that it would continue at no less a figure. The salary of my new post is for three years at the rate of £403, and thereafter for three years at the rate of £442 per annum.

6. If the conditions of the appointment cannot be reconsidered, I would respectfully ask permission to retain my status as a Passed Cadet and to act as Deputy Official Receiver for a period of three years, with the option of receiving the permanent appointment with the first increment of salary at the expiration of that period.
